An important milestone in the reform of the public sector of the PRC was the decision of the plenary session of the CPC Central Committee to create a system of modern enterprises. Adopted in 1993, it, firstly, turned into an alternative to collateral auctions and total deindustrialization in Russia, which almost coincided with it in time, and secondly, anticipated the ideas of a new type of industrialization (high-tech economy based on resource saving, modernization, environmental protection). 24 years later, these innovations were developed and developed in depth: the 19th CPC Congress set the task of increasing the overall factor productivity, which is formed independently of labor and capital costs due to the long-term scientific and technological innovations affecting its cost. The growth of overall factor productivity seemed to predetermine the success of the future path, but the unpredictability of the global economy was complicated by the rivalry between China and the United States.
